The QCA Tax Committee examined the proposed HM Revenue and Customs Charter, designed to improve the relationship between taxpayers/customers and HMRC, by setting out rights and responsibilities. The QCA commented that our overall view is that the Charter as currently drafted does not meet the objectives of setting out mutual rights and responsibilities in a way that will help increase confidence in HMRC.
